Q: Can you use this to slide door vertically?

No, the track is made to slide 2 doors horizontal. To use it vertically, it would not hold the door on top, plus the door would probably slide out of the track.

Q: can these be used outdoors?

I'm not sure. I used them in a porch deck box I made with horizontal sliding wood doors. They were perfect for my project, which Is not in the rain or sun. They are hard plastic, so I doubt moisture would affect them, though I can't say about being in direct hot sun.
